বাংলাদেশে একটি সাংবিধানিক গণভোট ২০২৬ সালের ১২ ফেব্রুয়ারি অনুষ্ঠিত হওয়ার কথা রয়েছে, ত্রয়োদশ জাতীয় সংসদ নির্বাচনের পাশাপাশি। ভোটাদেরকে জুলাই সনদ ও সংশ্লিষ্ট সংবিধান সংস্কার সম্পর্কে জিজ্ঞাস করা হবে। এই মর্মে "জুলাই জাতীয় সনদ (সংবিধান সংস্কার) বাস্তবায়ন আদেশ, ২০২৫" অনুমোদন করা হয়েছে।

এটি একটি তাত্ত্বিক পদ্ধতি, যা মহাকাশচারী নিকোলাই কার্দাশেভ ১৯৭০-এর দশকে প্রস্তাব করেছিলেন। এর মাধ্যমে বহির্জাগতিক সভ্যতার প্রযুক্তিগত উন্নয়ন পরিমাপ করা হয়, যা তাদের দ্বারা ব্যবহৃত শক্তির পরিমাণের উপর নির্ভরশীল।

বিভিন্ন টাইপের সভ্যতার ধারণা:

টাইপ ০ (Type 0): মানুষ (বর্তমানে টাইপ ০.৭ বা ০.৮)। আমরা এখনও আমাদের গ্রহের সমস্ত শক্তি পুরোপুরি ব্যবহার করতে পারি না।

টাইপ ১ (Type I): একটি গ্রহের সমস্ত শক্তি ব্যবহার করতে পারে (যেমন, পৃথিবীর সমস্ত সৌর, বায়ু, জলবিদ্যুৎ)।

সংক্ষেপে, টাইপ ৭ সভ্যতা হলো একটি চূড়ান্ত তাত্ত্বিক পর্যায়, যেখানে একটি সভ্যতা মহাবিশ্বের সমস্ত শক্তিকে নিজেদের নিয়ন্ত্রণে আনতে সক্ষম হয়।

টাইপ ১ থেকে টাইপ ৭ সভ্যতায় পৌঁছুনো অবশ্যই উচিত। যেহেতু এটি বস্তুজগতের নিয়ন্ত্রণ।যা কখনোই মানুষের সহ্যক্ষমতা বা পরিশ্রমকে অতিক্রম করে যাবে না।তেমনি স্বর্গ বা নরকের ধারণা মানুষের পরিশ্রমকে বাতিল করছে।যেটা প্রতিক্রিয়াশীল মত।মানুষকে অতি অবশ্যই মানুষ হতে হবে বা থাকতে হবে।সেজন্যে অসুখে বা অসুস্থতায় বিশেষজ্ঞ ডাক্তারের কাছে যাওয়াটাও তো জরুরী।কোনো প্রকারের দ্বিধাবোধ থাকা উচিত নয়।তাই হাতুড়ির ঘায়ে ঘায়ে পাথরে আগুন ধরান ও কাস্তেটায় নিয়মিত শান দিন।

সশস্ত্র বিপ্লব ও অন্যান্য ধারণা - কমরেড মুশফিক বরাত

একাত্তরের মুক্তিযুদ্ধ, ঊনসত্তুরের গণঅভ্যুত্থান, নব্বুইয়ের গণঅভ্যুত্থান ও চব্বিশের বিপ্লবে আমরা অস্ত্রের ব্যবহার দেখেছি। অস্ত্র ছাড়া যার কোনোটাই সফল হতে পারতো না। তাছাড়া চেয়ে চেয়ে দেখা ছাড়া পথ খোলা থাকবে না। বিপ্লবের পরে পথ অনেক কিন্তু শুরুতে পথ একটাই। নিরস্ত্র জনতার শক্তিতে আস্থা রাখা অনাস্থার প্রতিচ্ছবি।একটি হিংসাত্মক রাজনৈতিক দলের দম্ভকে দমিয়ে দেবার একটাই রাস্তা- সশস্ত্র হওয়া।বাকিটা হাস্যকর ইতিহাস।আমরা সার্বিক বিবেচনায় উপহাস হতে রাজি নই।তাছাড়া ইতিহাস কীভাবে চলমান থাকবে? নিরস্ত্র হতে বলার অর্থ হচ্ছে ইতিহাসকে অবদমিত করা।এই অপচেষ্টাকে রুখে দিন; ভাত-কাপড়ের লড়াই বেগবান রাখুন। পরিস্থিতি অস্ত্র তৈরি করে, মানুষ নয়।বিশাল-ব্যাপক আন্দোলনের পরিসমাপ্তি হতে হবে অতি অবশ্যই হিংসাত্মক।আক্রমণ-প্রতিআক্রমণের।সেটাই অধিকাংশ আন্দোলনের দ্বন্দ্ববিরোধ মীমাংসা।

ভাববাদীদের তত্ত্ব নিয়ে ব্যাখ্যায় খোদ ভাববাদীদের অভ্যন্তরে যে অনাস্থা দেখা দিচ্ছে তাতে হতবাক হবার মতো কিছু নেই।এভাবেও কমিউনিস্টদের সাবধানী হতে হবে।পার্টির সাংগঠনিক তৎপরতা বাড়ানো ও আরো বেশিমাত্রায় সক্রিয়তা জরুরী।কর্মীবল বৃদ্ধি ও বামপন্থী জোটের দিকে মনোযোগী হওয়া।সার্বিক পরিচিতি পুনর্গঠনে নির্বাচনে যুক্ত হবার প্রয়োজনীয়তা বাড়ছে।নির্বাচন উদ্ধারে বিপ্লবীদের রক্ত ঝরছে। নির্বাচনকে বৈধতা দানের এই যে পেটি বুর্জোয়া ঝোঁক তাকে মেনে নেওয়া যায় না। বিপ্লবীদের হত্যা করে নির্বাচন বানচালের প্রক্রিয়াকে আমরা সাধুবাদ জানাতে পারিনা।নিজ গোত্রীয় তত্ত্ব নিয়ে ভাববাদীদের যে সংশয় তাকে কোনোভাবেই প্রশ্রয় দেওয়া যায় না।

শেখ হাসিনার ফাঁসির রায় ঘোষণা হয়েছে।ফাঁসির রায়কে কেন্দ্র করে দেশজুড়ে বিক্ষোভ চলছে।এ বিক্ষোভ মৃত্যুদণ্ডের রায় অতি দ্রুত কার্যকর করার জন্য।অন্যদিকে এ ব্যাপারে ভারত ও বাংলাদেশ সম্পর্কের অবনতি ঘটছে।ভারতকে আমরা চ্যালেঞ্জ ছুঁড়ে দিতে চাই।তাদের আন্তর্জাতিক হস্তক্ষেপ আর কাম্য নয়।এখনো পর্যন্ত তারা বাংলাদেশের এ গণঅভ্যুত্থানে কোনো প্রকারের সহযোগিতা দেয়নি। তারপরও এ আন্দোলনকে দমিয়ে রাখতে পারেনি।এ আকর্ষণীয় ও কাঙ্ক্ষিত ফাঁসির রায়ে জনগণ উচ্ছ্বসিত। দেশজুড়ে আনন্দের বন্যায় ভেসে গেছে অন্যায়। সুবিচারের এই যে সঠিক সময়ের সদ্ব্যবহার তা এখনই হতে হতো। কিছুদিন পরে হলে চলতো না।আমরা আদালতের এই রায়কে পুনরায় অভিনন্দন জানাই।

১৯৭১ সালে ত্রিশ লক্ষ শহীদের রক্তের বিনিময়ে বাংলার স্বাধীনতা অর্জিত হয়।স্বৈরাচার এরশাদের পতনের মধ্য দিয়ে এদেশে বহুদলীয় গণতন্ত্র চালু হয়।তারপর ২০০৮ সাল থেকে শুরু করে দীর্ঘ ১৬ বছর ফ্যাসিস্ট শাসন ও শোষণ কায়েম থাকে।এরই ফাঁকে ৪৬ বছর ধরে জামায়াতে ইসলামীর মেটিকুলাস ডিজাইন চলতে থাকে।এভাবেই দেশটাকে লুটেপুটে খাচ্ছে এই তিন দল।আরো একটি রাজনৈতিক দলের অস্তিত্ব পাওয়া যায় সেটা বিএনপি।এই চারটি দলই ধারাবাহিকভাবে রাষ্ট্রক্ষমতায় গেছে।দুর্নীতি, ঘুষখোর ও আমলাদের প্রকৃত আড্ডাখানা বানিয়েছে।সম্প্রতি ঢাকা বিশ্ববিদ্যালয়ে ছাত্রশিবিরের বিপুল জয়ের মধ্য দিয়ে মেটিকুলাস ডিজাইন পাকাপোক্ত হয়েছে।এভাবে তারা দিনে দিনে ভয়ংকর হয়ে উঠছে আর আমাদের দুশ্চিন্তার কারণ বাড়াচ্ছে।দেশকে উদ্ধার করতে এখন প্রয়োজন বৃহত্তর বাম ঐক্যের।দেশজুড়ে বামফ্রন্টের প্রয়োজনীয়তা এখন আরো বেশি মাত্রায় উপস্থিত।

দেশে ঘটছিল তখন পরিবর্তন ভীষণ।আমরা পরিবর্তনের পক্ষে ছিলাম।সেকারণে এনপিসি ও প্রগতি ছাত্র ফ্রন্টের দাবিগুলোকে অস্বীকার করা যায় না। কমরেড মুশফিক বরাতের নেতৃত্বে কোটা সংস্কার আন্দোলন সরকার পতনের আন্দোলনে রূপ নিচ্ছিল।আমরাও সশস্ত্র গণঅভ্যুত্থানের সিদ্ধান্ত নিয়েছি।সফলতার মুখ দেখেছি।অবশেষে সশস্ত্র জুলাই-আগস্ট বিপ্লব সফল হয়েছে।এনপিসির নেতৃত্বে একের পর এক সমাবেশ, গণজমায়েত, মানববন্ধন, মিছিল, মিটিং ও হরতালে ঢাকা, চট্টগ্রাম, সিলেট, কক্সবাজার, যশোর, খুলনা, রাজশাহী ও সৈয়দপুর নগরীগুলো ফুঁসে উঠে। সংগঠিত হতে থাকে।পরিশেষে বলতেই হয়, জাতীয়তাবাদী এই আন্দোলনের প্রয়োজনীয়তা আগামী ৪০ বছরেও ফুরোবে না।

এবার জাতীয় সংসদ নির্বাচন প্রসঙ্গে একটি রাজনৈতিক দলের ভূমিকা নিয়ে আলোচনা করা যাক।শোনা যাচ্ছে, ১২টি সংসদীয় আসনে কোনো এমপি পদপ্রার্থী নেই।আবার ৯০টি আসনে ভোট নাও হতে পারে।তেমনি সবগুলো রাজনৈতিক দল মিলে ১৫০টি আসনের মীমাংসায় পৌঁছুনো যায়।এবার পিআর পদ্ধতি নিয়ে আলোচনায় আসা যাক।আনুপাতিক প্রতিনিধিত্ব বা পিআর হচ্ছে নির্বাচনি ব্যবস্থার এমন একটি পদ্ধতি যেখানে আসন বণ্টন হয় প্রতিটি রাজনৈতিক দলের প্রাপ্ত ভোটের আনুপাতিক হারে।মার্কসীয় বা বরাতীয় ধারণা থেকে নির্বাচন রাষ্ট্রক্ষমতা লাভের কোনো পদ্ধতি হতে পারে না।তাছাড়া এরকম পরিস্থিতিতে পিআর পদ্ধতির সাথে গতানুগতিক নির্বাচনের একটা দ্বন্দ্ব দেখা যাচ্ছে।যেটা কখনোই মিটবে না।এখন দেখা যাক, পরিস্থিতি কোন দিকে গড়ায়?

সংখ্যানুপাতিক প্রতিনিধিত্ব বা আনুপাতিক প্রতিনিধিত্ব (ইংরেজি: Proportional representation; পিআর) বলতে এমন যেকোনো ধরনের নির্বাচনী ব্যবস্থাকে বোঝায় যেখানে নির্বাচকমণ্ডলির উপগোষ্ঠীরা (তথা রাজনৈতিক দল) উপযুক্ত নির্বাচিত সংগঠনে আনুপাতিক হারে প্রতিফলিত হয়।এই ধরনের ব্যবস্থার সারকথা হলো যে এই পদ্ধতিতে আসন বণ্টন হয় প্রতিটি রাজনৈতিক দলের প্রাপ্ত ভোটের আনুপাতিক হারে,অর্থাৎ প্রদত্ত সকল ভোট বা প্রদত্ত প্রায় সকল ভোট একটি সুষ্ঠু নির্বাচনী ফলাফল গঠনে অবদান রাখে এবং কার্যকরভাবে কাউকে নির্বাচিত করতে ব্যবহৃত হয়। সাধারণত অন্যান্য নির্বাচনী ব্যবস্থার অধীনে প্রার্থীদের নির্বাচিত করতে একটি আপেক্ষিক বা স্বল্প সংখ্যাগরিষ্ঠতার প্রয়োজন হয়। অপরপক্ষে, সংখ্যানুপাতিক ব্যবস্থায় বিভিন্ন দলকে সুষম হারে প্রতিনিধিত্ব প্রদান করা হয়, যার মাধ্যমে প্রদত্ত ভোট কীভাবে প্রদান করা হয়েছে তা প্রতিফলিত হয়।

"True Communist or Without Communist but between Communist"-এই 3C পৃথিবী চালায়, জগত নিয়ন্ত্রণ করে।একে ছিঃ ছিঃ বলে উড়িয়ে দেওয়াটা মোটেও ঠিক কাজ হবে না।কমিউনিস্টদের সৎ, দুর্নীতিমুক্ত, লোভহীন, নির্দোষ ও আরো নানা প্রশংসাসূচক বক্তব্যে রোমাঞ্চিত করার লোকের অভাব নেই। তারপরও সরাসরি সমালোচনা করা ছাড়া কোনো বক্তব্যই তো দাঁড় করানো যায় না।আবার বুর্জোয়া ও পেটি বুর্জোয়াদেরও বামপন্থার চমক নিয়ে চা-খানায় ও মাঠে-ময়দানে প্রতিদিন বেরিয়ে পড়তে হচ্ছে।এতে আশ্চর্যান্বিত বা হতবাক হবার মতো কিছু নেই।এটাই সমাজ, এটাই বাস্তবতা অনেকটা নির্মম।আশা করা যায়, তারপরও কমিউনিস্টরা অনেক সংগঠিত, সংঘবদ্ধ, আশাবাদী লোকের কাছে অনেক প্রিয় ও সুখী ছিল।পৃথিবী যতদিন থাকবে সমাজতন্ত্রীদের জয়জয়কার ততদিন থাকবে।সেটি বুঝতে আর কারুরই বাকি নেই।

বিশ্বের ৯১টি দেশে পিআর পদ্ধতিতে নির্বাচন হয়। আমাদের পার্শ্ববর্তী দেশ ভারতেও এই পদ্ধতি চালু আছে।
